I am a researcher at the french national institute for geographical and forest information (IGN). My focus is information infrastructures related to territories : how to connect people with the most relevant data for their research or other task related to territories. This concerns structured data produced by legally mandated authorities across Europe, incl. archived data. Specific stakes are the management of heterogeneities, of quality and of relevance. Heterogeneities may occur in space, e.g. differences in meaningful concepts to talk about land use in one or another country, and may occur across different time periods too.
As a representative of IGN or as a persona, I participate to : the board of EuroSDR (eurosdr.net) a non profit organisation that gathers mapping agencies and universities across Europe, the scientific board of the French research cluster Pasts in the Present (http://passes-present.eu/) that gathers digital humanities, linguistics and archivists, the scientific board of the project Paris Time Machine (https://paris-timemachine.huma-num.fr/), the specialized commission on data and models of the French Research Institute for Development (IRD, https://www.ird.fr/). I am also data ambassador for the French University Gustave Eiffel in support of its open science policy (https://www.univ-gustave-eiffel.fr/la-recherche/science-ouverte/donnees-et-logiciels-libres).
Je suis chercheuse à l'IGN (Institut national de l'information géographique et forestière) sur le sujet des infrastructures d'information relatives aux territoires : comment permettre la mobilisation des données les plus pertinentes en appui à une tâche particulière. Des enjeux sont notamment la gestion des hétérogénéités (des contextes et des données), l'évaluation et la communication de la qualité et de la pertinence de l'information. C'est particulièrement vrai quand on considère par exemple les archives images, écrites ou structurées qui pourraient permettre d'observer et comparer les territoires européens et leurs trajectoires.
En tant que représentante de l'IGN ou que persona, je participe à: comité de direction d'EuroSDR (European Spatial Data Research, eurosdr.net), conseil scientifique du labex Les Passés dans le Présent (http://passes-present.eu/), conseil scientifique du projet Paris Time Machine (https://paris-timemachine.huma-num.fr/), commission de la formation doctorale des Ingénieurs des Ponts, des Eaux et des Forêts, commission spécialisée "données et modèles" de l'Institut pour la Recherche et le Développement (ird.fr). Je fais partie du réseau des ambassadeurs de la donnée de l'Université Gustave Eiffel en appui à sa politique de science ouverte (https://www.univ-gustave-eiffel.fr/la-recherche/science-ouverte/donnees-et-logiciels-libres).
From february 2010 to june 2018, I led a research lab (of around hundred people) composed of four teams : geodetic referencing frameworks and analysis, gravimetry (LAREG), sensors and embedded software(LOEMI), imagery processing and photogrammetry (team MATIS) and structured geoinformation brokering, analysis and rendering (team COGIT). In the past also, I coordinated IGN contribution to different research projects : the Datalift project funded by the French Agency for Research on the design of solutions to publish data from traditional data providing organisation as Linked Data on the semantic web (https://anr.fr/Projet-ANR-10-CORD-0009), the European FP5 project SPIRIT on the design of a search engine with spatial capacities (https://cordis.europa.eu/project/id/IST-2001-35047). Between 2010 and 2014, I was elected council member of the Association for Geographic Information Laboratories, AGILE (https://agile-online.org/).
De février 2010 à juin 2018 j'ai dirigé un laboratoire de recherche (environ 100 personnes) composé de quatre équipes couvrant le large spectre des sciences de l'information géographique : la géodésie et la gravimétrie (LAREG), les capteurs et le code embarqué (LOEMI), la photogrammétrie et le traitement d'images (MATIS), les systèmes d'information géographique structurée (COGIT). Par le passé également, j'ai coordonné la contribution technique de l'IGN à des projets partenariaux: projet Datalift financé par l'ANR sur la publication de données et leur interconnection sur le Web sémantique (https://anr.fr/Projet-ANR-10-CORD-0009), projet européen FP5 SPIRIT sur un moteur de recherche géographique (https://cordis.europa.eu/project/id/IST-2001-35047). De 2010 à 2014, j'ai été élue membre du bureau de l'Association for Geographic Information Laboratories, AGILE (https://agile-online.org/).
I graduated as an engineer from French Ecole Polytechnique (1995), as a survey engineer from French Ecole Nationale des Sciences Geographiques (1997) and integrated the technical Grand Corps of the French State of Geography Engineers (which became since then Corps of Bridges, Water and Forests, https://en.wikipedia.org/wiki/Corps_of_Bridges,_Waters_and_Forests). After a master degree in mathematics, computer sciences and application to humanities from University Paris IV and University Paris V, I studied in my PhD of University Paris VI the application of knowledge representation to the problem of on-line access to geographical data. I pursued research on the topic of geographical information in distributed architectures, in particularly the Web, and took in 2009 an habilitation to supervise research from Université Paris Est Marne la Vallée in 2009 on on-line distribution of geographical information. J'ai un diplôme d'ingénieur de l'Ecole Polytechnique (1995), un diplôme d'ingénieur géographe de l'Ecole Nationale des Sciences Géographiques (1997) et ai intégré le corps d'état des ingénieurs géographes devenu par la suite corps des ponts des eaux et des forêts. Après un master en mathématiques et application aux sciences humaines j'ai effectué une thèse en informatique à l'Université Paris 6 sur l'application de méthodes de représentation des connaissances pour l'accès en ligne aux données géographiques. La contribution portait sur la représentation intégrée de données et de manipulation de ces données permettant de dériver des informations pertinentes pour l'utilisateur. J'ai ensuite travaillé au laboratoire COGIT sur le sujet de la gestion d'information géographique dans des architectures distribuées et soutenu en 2009 une habilitation à diriger des recherches de l'Université Paris Est Marne la Vallée sur ces thèmes.
